The Campus Journalism Act of 1991 was enacted to uphold the freedom of campus press, and to promote campus journalism as a means of skill and holistic development for young Filipino journalists. However, more than three decades since its enactment, gaps in its implementation continue to hinder its full potential. 

With that being said, the CJA isn’t enough to tackle the current needs of campus journalists. Issues such as limited funding, inadequate training opportunities, and unclear administrative guidelines further weaken campus publications. Without proper enforcement in its implementation, the CJA often exists more as a symbolic safeguard than a functional policy. 

These lapses emphasize the need to revisit and strengthen the implementation of the law. Ensuring school publications are provided with concrete support systems is crucial in making the CJA a more effective tool in nurturing a free, critical, and empowered campus press.
